Winds of change: PORR contributes to energy transition in Romania

It will be the largest wind farm built in Romania in the past decade and one of Europe’s biggest onshore wind farms: Project Owner Rezolv Energy has now awarded PORR the contract for the phase two construction of the VIFOR wind farm. The contract includes 42 foundations and 42 platforms that are required for the turbine installation.

Romania aims to increase the energy share accounted for by renewables to 86% by 2050 – an ambitious goal and one in which the VIFOR wind farm has a key strategic role due to its size and capacity. PORR has now been awarded the contract by Rezolv Energy to build the infrastructure for the second phase of the wind farm.

The contract includes the design and build of 42 concrete foundations and 42 crushed stone platforms for turbine installation, 40 km of access roads, and 75 km of power and fibre-optic cables for the collection system from the turbines to the substation, as well as phase two of the substation expansion.

The project not only covers the actual engineering services, but also close cooperation with Rezolv and carefully selected key partners to ensure that all work complies with international best-practice and sustainability standards. These include those of the International Finance Corporation (IFC) and the European Bank for Reconstruction and Development (EBRD). The aim of the project is to create long-term value – not only through clean energy, but also through responsible and integrated development.

Power for 700,000 households

The VIFOR wind farm is located 90 km northeast of Bucharest in Buzău county. It will comprise 42 Vestas V162-6.4 MW wind turbines with a rotor diameter of 81 m and a tower height of 166 m. These will be the most powerful turbines ever installed in Romania. The energy generated will be fed into the Romanian power grid and is expected to reach 268.8 MW capacity.

With this, VIFOR will be one of the largest onshore wind farm operators in Romania, making an important contribution to meeting the EU’s renewable energy targets for 2030 as well as to the region’s social, environmental and economic resilience.

Construction work for phase 2 is scheduled to begin in late summer 2025 and will bring the wind farm to its full planned capacity of 461 MW, capable of providing power to over 700,000 households. Commissioning is expected in summer 2027.
